I read the above snippet from the AP article while taking my morning dump and laughed so hard, I nearly fell off the toilet. Then, I realized what is really going on and the significance of what had been accomplished.
You see, once upon a time, "certain groups" that were gradually ascending to power decided they were going to start taking symbols of our heritage away from us, one by one, to deconstruct our identity, leaving nothing behind but generic, grey clay of humanity to shape into whatever way they wanted, building a common, universal culture. To be fair, moving away from embracing heritage symbols, and the culture behind the symbols, offered a chance to start over - to erase elements of inherited, rooted identity that contribute to perceptions of difference and superiority, and be more inclusive. But that clean slate was used to instead create a culture that spoke to the deepest, darkest and most rebellious, selfish and perverse drives, capitalizing on man's most pleasure-based, selfish instincts. The culture we were offered as a replacement pushed the individual to think only about him or herself, or to identify with a largely artificial grouping that promoted self-destructive or evolutionary-dead-end degeneracy. So here we are, knee-deep in a culture shaped by the legacy of suicidal grunge music, Bratz, gangsta rap, LGBT children cutting their dicks off and Madonna/Miley Cyrus/whatever unchained libertine is held up to emulate. Meanwhile, the symbols of our heritage are banned and the eternal, sustainable philosophies they embody are grouped with terrible things in the public eye. And now we see what is.
On paper, it would seem that those "certain groups" have won. But cleverly intelligent people have looked at the situation and said: "what if we could purposely get hundreds of thousands of everyday, harmless things banned by using them in the same hateful, vile context that our heritage symbols are only shown to be associated with?"

So what common symbol should be used?
A historically racist symbol that everybody is ignorant about?
What about one of the left-liberal favorite symbols?
lol, an acronym for lynch overt liars, leftists or lemmings, could be used to counter (and in effect laugh at) each and every statement our opponents make.
What are Twitter or Facebook going to do, ban the use of "lol"?
Plus, once this catches on, Twitter and Facebook are going to be absolutely flooded with flagged items where concerned persons, from some vantage point, are reporting people for laughing at their declarations. So, basically, laughing will be made near criminal. What better timing in view of the recent crackdown on "honk honk" (clown world) and the upcoming release of The Joker movie?

- put "certain groups" in a position to scream out and use their power and clout to try to discourage the use of everyday signs and symbols, exposing their power and clout for all to see;
- make it easier to show that the establishment is led by these "certain groups" and are, really, a paranoid, out-of-control machine set on banning everything and controlling you;
- create a situation where we get "certain groups", acting like a robot following a script or a wind-up toy, to do and say stupid things (this is how you demystify power);
- make those "certain groups" less likely to be taken serious as a whole, undermining their power;
- make some people laugh, and some people are going to see the trolling for what it is and think we are the best;
- create a new trend, as what has been promoted in the new culture blows up in the establishment's face, because people will see a fun and humorous way to surely get their 15 minutes of fame;
- create a new trend, as what has been promoted in the new culture blows up in the establishment's face, because "certain groups" will freak out about the rise of hate signage and symbol use - as the cycle reinforces itself - and teens will see a way to truly rebel (and not just do what the establishment has been called rebellion and promotes, like piercing this, tattooing that or having gay sex and wearing rainbow colors);
- create a new trend, because the disenfranchised will see a retaliatory way to be sand in the gears of the establishment;
- make the use of everyday signs and symbols in a hateful context even more commonplace, driving the establishment mad - not just because of the difficulty of determining whose use means what, but because of the frequency in which this "offensive" symbolism is in sight, causing non-stop worry;
- create a situation where the power of calling something a hate symbol for a certain controlled and desired effect is nullified, because the term becomes ambiguous, as does the emotional response to it;
- generate control over the culture, just like Pepe the Frog did;
- cause people to think about the political and our cause on an everyday basis.

Perhaps the best is the following, which already takes something quite widespread in popular culture which can be used subtly and is therefore not likely to be banned, will create mass confusion and an awkward scene and can be used primarily to raise a challenge on social media, where our people are constantly being booted for daring to type anything in retort. It is something that can be used to challenge any bullshit establishment-fed statement with the least amount of effort, time or energy expelled, and is just enough to mark our territory, call into question whatever has been said and, although it has a whiff of confrontation, is too absurd to actually register in under the court of law as a threat, which is part of the joke in the first place. And, it also subtly pokes fun of the culture where everything is and could be a hate symbol, which is the other part of the humor, and evokes humor itself:
